Volodymyr Zelenskyy approved the National Human Rights Strategy, taking into account the LGBTIQ+ community

Ukrainian President Volodymyr Zelenskyy signed Decree No. 1038/2026, approving the updated National Human Rights Strategy. This document aims to bring Ukrainian legislation into line with European standards as part of Ukraine’s integration into the European Union.

According to the text of the strategy, the protection of human rights applies to all citizens; however, the authorities have identified population groups at increased risk of discrimination. This list officially includes members of the LGBTQI+ community, alongside war veterans, people with disabilities, children, and national minorities. The document’s authors emphasize that this measure is an important step toward fulfilling obligations under the “Roadmap on the Rule of Law.”

Implementation of the strategy involves monitoring the human rights situation, including tracking complaints filed with the ombudsman regarding discrimination and overseeing investigations into hate crimes. Funding for these measures will come from the state and local budgets. Earlier, according to the publication, Verkhovna Rada Chairman Ruslan Stefanchuk noted the need to seek a public compromise when discussing LGBT rights in the context of legislative activity, particularly while working on the new Civil Code.

As a reminder, Verkhovna Rada Speaker Ruslan Stefanchuk reported on the progress of work on the draft of the new Civil Code, noting the need to achieve a broad public consensus. The working group aims to take into account the positions of the All-Ukrainian Council of Churches and Religious Organizations (ACCRO) and representatives of the LGBT community when preparing the document for the second reading.
