A corruption scheme involving 10 million hryvnias of budget funds allocated for the restoration of a Ukrainian Greek Catholic Church was uncovered in the Lviv region

9.4 million hryvnias will be allocated from the Lviv region budget for the restoration of a Ukrainian Greek Catholic Church. This refers to the wooden Church of the Descent of the Holy Spirit in the village of Verkhnia Rozhankivka, Slavskyi district, Lviv region. At the same time, according to media reports, a corruption scheme has been uncovered, as the prices for restoration materials are significantly inflated. This was reported by the publication “Our Money”.
It is reported that the Holy Spirit Church was built in July 1804 in the traditional Boiko style. In addition, a two-tiered bell tower from 1877 adjoins the church. The building has the status of an architectural monument of national importance, but it is not officially listed in the state register of immovable monuments of Ukraine.
At the same time, more than half of the allocated amount—over UAH 5 million—is earmarked for materials, and journalists from the publication “Nashi Hroshi” noted that their cost is inflated. For example, split shingles were purchased at 32 UAH per piece, although the same company paid 25 UAH per item to other suppliers. Wood treatment products were also more expensive than market prices.
Kompozit fire and biological protection for wood F-1 is priced at 234 UAH/liter excluding VAT. At Epicenter, it is sold at 196 UAH/liter including tax.
Lignofix E-Profi biological protection was ordered at 548 UAH/liter excluding tax. Epicenter sells it at 500 UAH/kg including tax, and even gives a 50 UAH discount.
The average monthly salary per full-time worker in job category 3.8 is 19,600 UAH. According to the Pension Fund, the average salary used to calculate pensions is higher—22,336 UAH, and the average salary for vacancies in the construction industry on the Work.ua portal in Lviv is significantly higher—35,000 UAH.
The contract was awarded to the Lviv-based company Rrosa, registered in 2023. No one else submitted a bid for the tender, so the contract was awarded without competition. Over the past year, the company has received state contracts worth almost UAH 16 million, mainly from the same customer.
The media also reports that representatives of the Slavska district administration are involved in the machinations. The acting head of the Slavska village council is Oleg Danylak, and the authorized person for procurement is Oleksiy Obukhovsky.
Earlier, we reported that the Lviv Regional Administration, the Lviv City Council, and the Lviv Archdiocese of the Ukrainian Greek Catholic Church signed a memorandum transferring ownership of the Mitropolychi Sady city park and adjacent buildings to the Ukrainian Greek Catholic Church. According to the head of the Lviv Regional State Administration, Maksym Kozytskyi, this step by the local authorities “will serve the interests of the church, the community, and the state.”
