Belarus approves draft law on banning LGBT and Childfree propaganda

Belarus continues the process of legislating the protection of traditional social values. On April 2, 2026 the Council of the Republic of the National Assembly officially approved the draft law, which introduces administrative responsibility for propaganda of homosexuality, sex change and ideology of childlessness.
According to BELSAT, the new document «On Amendments to the Codes on Administrative Liability» supplements the legislation with Article 19.16. This norm establishes liability for dissemination of information promoting non-traditional sexual relations, sex change, pedophilia and conscious refusal to have children (Childfree). Violations are punishable by fines for both citizens and legal entities.
The bill pays special attention to the protection of the younger generation. In cases where such information is available to minors, individuals may be subject not only to fines, but also to measures such as community service or administrative arrest. For organizations in such situations, increased fines are envisaged, the amount of which may exceed the equivalent of several thousand US dollars.
The initiative was developed by the General Prosecutor’s Office of Belarus back in 2024 as a measure to protect public morality, and in 2025 it was submitted to the Parliament for consideration. For the final entry into force of the new norms, the law must be signed by President Alexander Lukashenko.

This initiative is aimed at changing the definition of family and marriage in order to fulfill the country’s international commitments and bring the national law in line with the decisions of European courts.
