Supreme Court opens appeal proceedings on the complaint of the UOC against the State Service for Ethnopolitics

The Cassation Administrative Court of the Supreme Court has opened appeal proceedings on the appeal of the Kyiv Metropolitanate of the Ukrainian Orthodox Church against the decision of a lower court in the case against the State Service of Ukraine for Ethno-politics and Freedom of Conscience (DESS). This information was published on the official website of the DESS.

According to the report, the determination to open proceedings was issued on November 18, 2025. The appeal of the UOC challenges the ruling of the Sixth Administrative Court of Appeal of October 30, 2025 in case No. 855/11/25. The essence of the claim is the allocation in a separate proceeding of the counterclaim of the Kyiv Metropolitan Church to the DESS. Within the framework of this claim, the religious organization demands to recognize the inaction of the civil service unlawful and to oblige it to take certain actions.

We will remind, earlier we reported that the Supreme Court of Ukraine will consider the case of termination of the Kyiv Metropolitanate of the Ukrainian Orthodox Church on December 16, 2025. The hearing will be held on appeal following a lawsuit filed by the State Service of Ukraine for Ethno-politics and Freedom of Conscience (DESS), which seeks to ban this religious organization.
