The construction of a pantheon at the Kyiv-Pechersk Lavra could spark an international scandal, says political analyst Bondarenko

The Ukrainian authorities’ plans to build a National Pantheon on the grounds of the Kyiv-Pechersk Lavra could lead to a serious international conflict and protracted legal proceedings with UNESCO. Experts warn that any changes to the architectural appearance of a World Heritage site constitute a gross violation of international norms.

In a comment to the Union of Orthodox Journalists, political analyst Kost Bondarenko emphasized that, according to UNESCO regulations, the architectural ensemble of the Lavra must be preserved in its original form, which makes the construction of new permanent structures impossible. Attempts to ignore these requirements threaten Ukraine with serious sanctions from the organization.

According to the expert, current government policy demonstrates a voluntaristic approach, in which the leadership’s arbitrary decisions are placed above existing legislation and international obligations. Bondarenko expressed confidence that the authorities are deliberately ignoring legal constraints, which will ultimately result in a major diplomatic crisis for the state.
