Media: New peace plan for Ukraine includes recognizing the official status of the Ukrainian Orthodox Church

The Financial Times has reported on a new draft peace plan for Ukraine, which was prepared jointly by representatives of the United States and Russia. According to the publication dated November 19, 2025, the 28-point document was handed over to the Kiev authorities and contains conditions concerning the status of the Ukrainian Orthodox Church.
According to the Financial Times, the plan was handed over this week by Donald Trump’s special envoy Steve Whitkoff to the current secretary of the National Security and Defense Council of Ukraine, Rustem Umerov. According to the publication, the meeting took place in Miami. Two sources familiar with the talks confirmed to the FT the fact that the document was handed over.
Among the key conditions set out in the draft are the granting of official status to the Ukrainian Orthodox Church (UOC). According to the sources, Whitkoff made it clear that he expects President Vladimir Zelensky to accept all the conditions set out in the plan.
Earlier, Ukrainian political analyst Kostyantyn Bondarenko suggested that the Ukrainian Orthodox Church would become one of the subjects of peace talks between Ukraine and Russia.
